地区科学研究对科技成果转化的驱动效应分析

摘　　要：文章从区域总体、高校院所和企业三个层面,分别剖析科学研究资源对科技成果转化的影响。研究发现:第一,在区域总体层面,地区科学研究经费支出以及科学研究财政拨款并未有效驱动科技成果转化绩效提升,但地区科学研究人员数量的增加却起到显著正向影响;第二,在高校院所层面,过度注重科技论文发表数量将消耗产学研合作功效,从而不利于驱动区域科技成果转化,但提升课题活动人员数量则可起到显著促进作用;第三,在企业层面,高新技术企业研究经费支出对科技成果转化有正向驱动效应,相对而言,小型企业更能有效利用科学研究财政拨款驱动科技成果转化,而大型企业却出现反作用。The impact of scientific research resources on technology transformation was analyzed from levels of regional overall,un-iversities and enterprises.The study found that:At the regional overall level,the regional scientific research expenditure and the scientific research financial allocation can not effectively drive the technology transformation,but the increase of the number of regional scientific researchers had a significant positive impact.At the level of colleges and universities,paying too much attention to the number of scientific and technological papers will consume the effect of industry-univ-ersity-research cooperation,which is not conducive to driving technology transformation,but increasing the number of project activities can play a significant role in promoting technology transformation.At the enterprise level,the research expenditure of high-tech enterpr-ises has a positive drive for the technology transformation.Relatively spe-aking,small enterprises can more effectively use the financial allocation for scientific research to drive the technology transformation,while large enterprises have a reaction.
