摘 要:目的:分析2010—2020年内蒙古基层医疗卫生机构数量、人员数量、人员结构以及卫生服务量等变化趋势,分析可能存在的问题,并提出政策建议。方法:利用内蒙古卫生统计年鉴,收集基层医疗卫生机构相关数据,并进行分析。结果:2016—2020年,内蒙古基层医疗卫生机构卫生人员数量呈增加趋势,增幅为13.08%,其中,社区卫生服务中心人员增幅最大,增幅为26.91%。基层医疗卫生机构人员学历以专科为主,2020年乡镇卫生院、社区卫生服务中心和村卫生室专科人员占比分别为45%、52%和78%。村卫生室的年诊疗人次占比较大,2020年占比为32%。2017年以来,基层医疗卫生机构入院人数呈现下降趋势,2020年与2017年相比,降幅为42%。基层医疗卫生机构床位数量不断增加,但病床使用率较低,且医师的每日诊疗量于近期呈现下降趋势。结论:内蒙古存在人才引进不足、队伍老龄化、学历和职称偏低等问题,需进一步优化人才建设。OBJECTIVE To analyse the trends in the number of primary health care institutions, the number of personnel, the structure and the volume of health services in Inner Mongolia Autonomous Region from 2010 to 2020, and analyse the possible problems and make policy recommendations. METHODS The data on primary health care institutions were collected and analysed using the Health Statistics Yearbook of Inner Mongolia Autonomous Region. RESULTS From 2016 to 2020, the number of health personnel in primary health care facilities in Inner Mongolia was on an increasing trend, with an increase of up to 13.08%. The community health service centre had the largest increase in personnel, with an increase of 26.91%. The education level of primary health care personnel was mainly specialist, accounting for 45%, 52% and 78% in township health centres, community health service centres and village health rooms respectively. The number of annual visits to the village health centre accounted for a larger proportion, at32%;the number of admissions to primary health care institutions showed a downward trend, with a decrease of 42%. The number of beds in primary health care institutions was increasing, but the bed occupancy rate was low and the number of daily consultations by physicians had recently shown a downward trend. CONCLUSION The Inner Mongolia Autonomous Region suffers from insufficient recruitment of talents, an ageing workforce, and low academic qualifications and titles, and needs to further optimise the construction of talents.
