摘　　要：制造业快速升级是实现新发展阶段高质量增长的关键,也是构建新时代现代产业体系的主动能。中美贸易摩擦、逆全球化、新冠肺炎疫情、俄乌战争等外部因素的持续冲击造成中国制造业升级的外部环境显著恶化,作为双循环主体的内部需求理应成为新时期制造业升级的主要保障。然而,进入新发展阶段后,中国制造业投资需求却发生了不利转变:制造业投资需求增速表现出显著的阶段回落特征,从而对新发展阶段制造业升级进程构成制约。在深化供给侧结构性改革的同时,应积极推动需求侧结构性改革,通过财政和国有资本投资,带动民营资本投资于绿色、智能制造等高新制造业领域,促进高新制造业投资需求持续快速增长,以解除新时期制造业升级所面临的投资制约。The rapid upgrading of manufacturing industry is the key to achieve high-quality growth in the new development stage,and it is also the initiative to build a modern industrial system in the new era.The continuous impact of external factors such as Sino US trade friction,anti globalization,the COVID-19 and the war between Russia and Ukraine has resulted in a significant deterioration of the external environment for the upgrading of China’s manufacturing industry.As a dual cycle subject,internal demand should become the main guarantee for the upgrading of manufacturing industry in the new era.However,after entering the new development stage,China's manufacturing investment demand has undergone adverse changes:the growth rate of manufacturing investment demand shows a significant stage decline,which restricts the upgrading process of manufacturing industry in the new development stage.While deepening the supply side structural reform,we should actively promote the demand side structural reform,drive private capital investment in green,intelligent manufacturing and other high-tech manufacturing fields through fiscal and state-owned capital investment,and promote the sustained and rapid growth of investment demand in high-tech manufacturing,so as to remove the investment constraints faced by the upgrading of manufacturing in the new era.
