基于模糊优选模型的财政科研项目执行效果综合评价方法研究

摘　　要：随着财政科研项目投入的逐年增加,财政科研项目绩效也越来越受到广泛的关注。但目前大多数的财政科研项目结题及验收的重要评价指标来源于项目科研团队的主观判断,缺乏客观的、综合性、量化的评价。因此,针对机械工程类的财政科研项目,建立了项目评价的指标体系,主要从一级指标和二级指标两个方面进行评价,然后,采用模糊数学、相对排序与优选等方法,通过建立隶属度函数、加权值、权重向量,形成基于模糊优选模型的项目综合评价方法。通过随机抽取均匀分布的100份结题的科研项目,建立6个方面的综合评价指标及其权重值,形成科研项目结题绩效的量化评分及其加权距优距离,并采用模糊优选模型进行评价。评价结果表明,模糊优选模型能够较好地区分100份项目结题的质量,能够区分出科研项目结题质量的层次性,能够比较合理的反映科研项目结题的质量,具备良好的区分度和实用性。With the increase of financial research project investment year by year,the performance of financial research project is more and more widely concerned.However,at present,most of the important evaluation indexes for the completion and acceptance of financial scientific research projects come from the subjective judgment of project scientific research teams,lacking objective,comprehensive and quantitative evaluation.Therefore,in view of the mechanical engineering research projects of public finance,we establish project evaluation index system,mainly from two aspects of primary and secondary indicators,and then,by adopting the method of fuzzy mathematics,the relative ranking and selection,we establish the membership functions,the weighted value,the weight vector,and formulate comprehensive evaluation method based on fuzzy optimization model.By randomly selecting 100 completed scientific research projects evenly distributed,the comprehensive evaluation indexes of six aspects and their weight values were established,and the quantitative score and weighted distance of the research project's concluded performance were formed,and the fuzzy optimization model was used.The evaluation results show that the fuzzy optimization model can distinguish the quality of 100 projects,distinguish the level of quality of scientific research projects,reflect the quality of research projects reasonably,and has a good distinction and practicability.
