摘　　要：近年来,西方民主面临着发展困境。其中,制度设计是其突出的天然缺陷,表现为:人民主权和人民同意的模糊、程序民主和实质民主的疏离、选举民主衍生为“计划民主”以及个人主义基因等困境。这些问题的存在,会不断遭遇复杂多变的现实社会冲击,其结果是造成“民主”与“共和”、程序与价值、资本僭越以及“委托—代理”机制异化等一系列冲突与矛盾,并最终导致西方民主的结构性衰落。这是西方民主无法回避的现实。The western democracy is facing a development dilemma in recent years.Among them,the system design is existing its outstanding natural defect,which is manifested in the ambiguity of people’s sovereignty and people’s consent,the alienation of procedural democracy and substantive democracy,the derivation of electoral democracy into "planned democracy" and the dilemma of individualism gene.The existence of these problems will continue to encounter complex and changeable social impacts,resulting in a series of conflicts and contradictions such as "democracy" and "Republic",procedure and value,capital encroachment,and alienation of "principal-agent" mechanism,and ultimately lead to the structural decline of Western democracy.This is an unavoidable reality of Western democracy.
