“双循环”新发展格局与区域协调发展--基于马克思主义政治经济学视角的解读

摘　　要：改革开放以来,中国经济循环体系和区域发展差距的动态演变,是外国资本、国际市场拉力和国内政策推力共同作用的结果。一方面,深度参与国际经济循环,利用外国资本和国际市场发展本国经济,导致中国经济发展受制于国际市场,区域发展差距扩大;另一方面,中国特色社会主义“以人民为中心”的政策取向促使区域协调发展战略不断完善,克服资本增殖过程所固有的狭隘性,不断缩小区域发展差距。“十四五”时期,推动区域协调发展,形成“双循环”新发展格局,必须发挥中国特色社会主义的制度优势,加强顶层设计,构筑合理的国内分工体系。Since the reform and opening-up of China’s economy,the dynamic evolution of China’s economic system,and the gap in regional development is a consequence of the collaborative impact of foreign capital,international market pull,and the domestic policy thrust.On the one hand,deep participation in the international economic cycle and the use of foreign capital and international markets to develop its economy have resulted in constraining the development of the Chinese economy,thus widening the regional development gap;on the other hand,the people-centred socialism policy with Chinese characteristics has resulted in the continuous improvement of regionally coordinated developmental strategies,thereby mitigating the inherent narrowness in the capital proliferation,and reducing the gap in regional development.During the14th Five-Year Plan period,aimed at promoting the coordinated development of the region and thus form the“Dual Circulation”development pattern,full attention must be given to the institutional advantages of the socialist system with embedded Chinese characteristics,strengthen top-level design,and develop an efficient domestic labor system.
