摘 要:海上风电场具有风能资源丰富、占用面积小等特点,是我国绿色能源的重要组成部分。由于风电场风机施工的特殊性及危险性,风机构件的运输以及现场安装与周围水域通航安全会造成相互影响,带来航行作业风险,需要采取相关措施予以缓解。针对以上问题,首先对海装如东400 MW海上风电(H3#)场风机施工通航安全风险源进行分析,构建层次型风险因素评价模型;然后采用模糊综合评价方法,结合相关领域专家的历史经验定量评价不同风险因素的相对重要性,并根据风电场实际情况定量评估风机施工通航安全性;最后针对评价结果提出安全、有效的安全保障措施,提高风机施工作业安全水平。Offshore wind farms is an important part of the green energy in China,which is characterized by abundant wind resources and limited area occupation.Due to the particularity and risk of wind farm construction,the mutual influences between the nearby ship transportation and site installation of wind turbines,which would also have impact on the navigable safety of surrounding waters,would bring various navigation operation risks.These need to be alleviated by effective measurements.In view of the above problems,the navigable safety risk sources for the construction of Rudong 400 MW offshore wind farm(H3#)was comprehensively analyzed,and a hierarchical risk factor evaluation model was constructed in the first step.Then,the relative importance of different risk factors was quantitatively evaluated by fuzzy comprehensive evaluation method by combining with the historical experience of experts in related fields.The wind farm construction navigation safety was quantitatively evaluated according to the real-case situations of the wind farms.Finally,according to the evaluation results,safe and effective safety measurements were put forward to improve the safety level of wind turbines.
