深化农村第一产业、第二产业、第三产业融合--基于农业分工视角

摘　　要：农村第一产业、第二产业、第三产业融合,是实现农村产业兴旺、深化农业供给侧结构性改革、构建现代农业产业体系的重要举措。随着现代要素的不断引入,传统农业特性对农业分工的长期抑制有望实现突破。现代农业分工空间扩展和分工利益拓展问题具有重要的现实意义。融合与分工的表象性对立关系仅在同一层级或者范围内成立。农村第一产业、第二产业、第三产业融合程度的提高和层次的加深意味着分工体系发生变化,原有分工被打破,新的分工得以建立。基于对现代农业内部横向分工诱因和纵向分工条件的解析以及对现代农业内部分工与产业融合中的农业产业链纵向分工之间的关联性分析,提出强化“专业农户+龙头企业”组织形式,培育涉农产品可贸易性。The integration of primary,secondary and tertiary industries in rural areas is an important measure to realize the prosperity of rural industries,deepen agricultural supply-side structural reform and build a modern agricultural industrial system.The long-term suppression of traditional agricultural characteristics on the division of labor in agriculture is expected to achieve a breakthrough with the continuous introduction of modern elements.The expansion of modern agricultural division of labor space and the expansion of division of labor interests has important practical significance.The ostensible opposition between fusion and division of labor can only be established in the same level or scope.The improvement of rural industrial integration and the deepening of the level means that the division of labor system has changed,and the original division of labor has been broken while the new division of labor has been established.Based on the analysis of the horizontal and vertical division of labor within modern agriculture,as well as the correlation between the internal division of labor in modern agriculture and the vertical division of agricultural industry chain in the integration of industry,it is proposed to strengthen the organizational form of“professional farmers+leading enterprises”and cultivate the tradability of agriculture-related products.
