摘　　要：中国和东盟国家于2002年11月签署《南海各方行为宣言》,开启共同管理南海问题新篇章。20年来,《宣言》在维护地区和平、秩序、安全及促进海上务实合作等方面发挥重要作用。全面有效落实《宣言》,尽早达成更富有实质内容、有效的“南海各方行为准则”符合地区各国和人民及国际社会的共同利益。The Declaration on the Conduct of Parties in the South China Sea,signed by ASEAN Member States and China in November 2002,starts a new chapter in the management of the South China Sea issue.The past two decades witnessed peace,order,security and practical maritime cooperation among the parties in the South China Sea under the framework of the DOC.Full and effective implementation of the DOC and an early conclusion of a more substantive and effective code of conduct serves the benefits of countries and peoples of the region and the international community as a whole.
