摘 要:不同类型的突发事件因其特点和成因不同,对治理模式应有不同要求。合作治理因其平等化、合作化与开放化等特征,使其更适合于社会属性强的群体性冲突事件特别是环境冲突事件。文章首先分析了当前我国环境冲突的演变机理和宏观表征,然后从中央相关政策的出台、现代公民素质的提高、政府行政能力的提升以及民主法治的有效推进等方面,阐释了合作治理嵌入环境冲突治理的可行性,最后围绕完善责权利界定机制、构筑沟通交流机制、畅通利益表达机制和扩大公众参与机制等角度,尝试构建当前我国环境冲突合作治理模式的实现机制。Due to different features and causes,different types of emergencies require different governance.The equal,cooperative and open attributes of collaborative governance enable it more suitable for group conflicts with strong social attributes,especially environmental conflicts.This paper analyzes the evolution mechanism and macro representation of environmental conflicts in China,and then explains the feasibility of collaborative governance embedded in environmental conflict governance from the aspects of the introduction of relevant policies of the central government,the improvement of modern citizens'quality and government administrative ability,and the effective promotion of democracy and rule of law.Finally,it tries to construct the mechanism for the collaborative governance of current environmental conflicts from the perspective of improving the mechanism of defined responsibilities and rights,constructing the communication mechanism,improving the interest expression mechanism and expanding the public participation mechanism.
