开放空间视角下世界社会论坛20年的成败得失

摘　　要：世界社会论坛自成立以来,以“另一种全球化”的姿态与新自由主义全球化展开抗争,成长为改变全球化的重要力量,也为开放空间理念提供了生动注脚。在开放空间的构想下,世界社会论坛以改变(替代)全球化为主题、以左翼民主人士为主力、以自下而上抗争为方式、以多元包容政治文化为特色、以现代通信技术为手段,成为全球民主运动的标杆。然而也正是由于其开放空间理念及实践,世界社会论坛陷入“开放”的广度之争、“空间”的结构之辨以及“替代”的行动之惑等多重拷问之中。即便如此,在全球变局中世界社会论坛坚持的“另一种全球化”“另一个世界”依然代表了一种广泛共识与新的可能。当前,全球化逆风劲吹,多重危机交织叠加,民粹主义兴风作浪,检讨20年来世界社会论坛的得失成败自有一番意义和价值。Since its establishment,the World Social Forum has fought against neoliberal globalization from the standpoint of“another kind of globalization is possible”.It has grown into an important force to change globalization and a famous brand of the global movement to rebuild democracy.It also provides a vivid footnote to the concept of“open space”.From the perspective of open space,the WSF has become the benchmark of the global democratic movement with the theme of alter-globalization led by the left-wing force in the way of bottom-up struggle,with the characteristics of pluralistic and inclusive political culture.However,it is the very concept and practice of open space that confronts the WSF with multiple dilemmas,such as the debate on the degree of“open”,the structure of“space”and the puzzle of“replacement”.Even so,the WSF still represents a broad consensus and new possibilities.Facing all these challenges,the WSF cannot accomplish its task in one battle.Compared with a strong market and a powerful government,it seems that an open-space and grass-roots organization such as the WSF should not undertake so many responsibilities.However,discussing the gains and losses of the WSF over the past20 years may help find out the way ahead.
