摘　　要：基于2005—2018年全国各省生猪养殖数据,运用DEA模型和局部莫兰指数,测算及检验防疫成本、同群效应和生猪养殖效率之间的关系,结果发现:防疫成本投入与养殖效率之间呈现倒U型关系,防疫成本过度投入会产生“无需成本”,使得养殖效率下降;各省的防疫成本投入之间存在同群效应,说明联防联控政策的适用性和“全国一盘棋”疫情防控的必要性。进一步研究发现,散户的防疫成本投入与养殖效率之间的关系不显著,这解释了规模化养殖政策的必要性和优势;生猪生产发展区相比限制区会以更少的防疫成本投入带来更高的养殖效率提升,表明发展区和限制区划分的政策文件具有合理性。Based on the data on pig breeding of all provinces in China from 2005 to 2018,this paper uses DEA model and local Moran index to calculate and check the relationship between epidemic prevention cost,peer effect and pig breeding efficiency.The results show that there is an inverted U-shaped relationship between epidemic prevention cost and breeding efficiency.Excessive input into epidemic prevention will produce“unnecessary cost”and reduce the breeding efficiency.The peer effect exists in the input into epidemic prevention cost of all provinces,which shows the applicability of the joint prevention and control policy and the necessity of taking the whole country into account.Through further research,it is found that the epidemic prevention cost input is not significantly related to pig breeding efficiency of individual business,which explains the necessity and advantages of large-scale breeding policy.Compared with the restricted zones,the development zones of pig breeding will bring higher breeding efficiency with less epidemic prevention cost,which justifies the policy on the division between development zones and restricted zones.
