摘　　要：《区域全面经济伙伴关系协定》(RCEP)于2022年1月1日生效实施,RCEP的落地实施将对中国及整个区域的贸易、投资及产业发展产生重大影响.技术性贸易措施作为RCEP协定的一个重要组成部分,是RCEP成员进行货物贸易的重要依据,开展RCEP技术性贸易措施政策落地对我国影响的对策研究具有重要意义.本文从中国与其他RCEP成员的贸易情况入手,对RCEP成员的技术法规、标准和合格评定程序等技术性贸易措施体系及特点进行分析,通过中国与其他RCEP成员在标准和认证等方面的合作机制研究,分析中国在实施RCEP协定中技术性贸易措施领域所面临的挑战,并提出相关对策建议.The Regional Comprehensive Economic Partnership(RCEP)entered into force on January 1,2022,and its implementation can have a major impact on trade,investment and industrial development both in China and the region as a whole.As an important part of RCEP,technical trade measures are an important basis for RCEP members to carry out trade in goods.It is of great significance to the countermeasures research on the impact of the implementation of RCEP technical trade measures on China.Starting from the trade situation between China and other RCEP members,this paper analyzes the technical measures system and characteristics of RCEP members,such as technical regulations,standards and conformity assessment procedures,discusses the challenges of China’s implementation of RCEP by exploring the cooperation mechanism of standards and certification between China and other RCEP members,and puts forward relevant suggestions to cope with the challenges.
