摘　　要：全球治理中的次级力量是在霸权国和崛起国之外的系统重要性国家(或国家群体)。什么影响了它们组建议题联盟时的选择变化?本文认为解题的关键是权威,即一方在国际制度中引领他方、使他方自愿跟从其所提治理规则的能力。权威能分离成权威追求和权威基础这两个子因素:前者指追求在国际制度中进一步引领他方,后者指在国际制度中已具备的使他方自愿跟从自身治理方案的能力。本文假设,权威追求的差异导致对于议题联盟对象的选择差异,权威基础的差异导致对在议题联盟中所扮演角色的选择差异。据此可形成一个包含四种议题联盟选择的解释性类型学框架:集团内追随、集团内领导、跨集团追随、跨集团领导。对欧盟和巴西在全球贸易治理中的案例分析能够对此进行验证。Second-tier major powers in global governance refer to those with systematic significance except the hegemony and the rising power.What influences their variegated choices when building issue-specific coalitions? This article argues that the key factor is authority in global governance,which means the extent to which a country makes others willing to follow its governance schemes in international institutions. The concept of authority can be divided into such two sub-concepts as authority pursuit and authority basis. Authority pursuit means pursuing more leadership in international institutions. Authority basis means already possessing some leadership in international institutions. This article then makes two basic hypotheses:Difference in authority pursuit leads to difference in choosing the sphere of coalition partners;Difference in authority basis leads to difference in choosing the role in issue-specific coalitions. Synthesizing the two basic hypotheses,an explanatory typological framework emerges with four types of choice in building issuespecific coalitions:followership within governance groups;leadership within governance groups;followership across governance groups;leadership across governance groups. Case studies on the European Union and Brazil amid global trade governance show that these hypotheses can be verified.
