摘  要:高校在应对全球和地区挑战,落实可持续发展目标过程中发挥关键的作用。然而,高等教育在保持传统还是推进变革、市场导向还是立足公共教育常常面临艰难的选择。1990年和2005年,在法国小城塔洛瓦召开的两次大学校长会议,分别研讨了高等教育在推进环境治理、以及扩大社区与公民参与的作用。作为会议重要成果的两份宣言,成为引导高等院校建立合作网络、共同开展大学可持续发展教育的指导纲领。本文回顾了两次塔洛瓦会议的历程、宣言的主要内容,并探讨了塔洛瓦会议的历史影响。对这段历史的梳理,有助于梳理国际高校可持续发展历史脉络,也有助于我国高校加强国际校际合作、推进高校治理改革,更好地参与经济建设和社会服务。Universities play key roles in addressing the global and regional challenges and implementing the sustainable development goals(SDGs).Nevertheless,higher education often confronts hard choices in balancing tradition and innovative reforms,as well as market-oriented or public-oriented education.In 1990 and 2005,dozens of university presidents convened in the small French city of Talloires to discuss the higher education's role in promoting environmental governance,and civil engagement and community participation respectively.The declarations,as outcomes of the conferences,have thus become guiding principles for guiding international universities to establish cooperation networks and jointly carry out sustainability initiatives for universities.This article reviews the history of the two conferences held in Talloires,the main contents of the declarations,and explores the historical impact of the conferences.A review of the history contributes to China's higher education institutions to strengthen international cooperation,promote the reform of university governance,and build a prosperous,inclusive,and environmentally friendly society as well as a cohesive community.
