摘　　要：科技创新是新时代新征程推动经济转型、引领高质量发展、建设创新型强国的关键。当前,创新研发强度不够、基础研究占比偏低、缺乏有效的技术创新风险防范机制、企业税负较高、知识产权保护尚存短板、创新环境仍需改善、科技体制改革有欠深化等,是导致我国原始创新能力不强、成果转化效果不显著、结构性问题突出的重要原因。要以提升国家整体研发投入强度,促进创新型金融发展,建立降低企业税负的长效税制,加强知识产权保护,培育有利于创新的文化氛围,进一步深化科技体制改革等为着力点,加快实现高水平科技自立自强。Scientific and technological innovation is the key to promoting economic transformation,leading high-quality development and building China into an innovative country in the new era.At present,insufficient intensity of innovation research and development,low proportion of basic research,lack of effective risk prevention mechanism of technological innovation,high tax burden of enterprises,insufficient protection of intellectual property rights,imperfect innovation environment,and imperfect science and technology system are the main reasons for the lack of original innovation capacity of Chinese scientific and technological innovation,weak transformation effect,and prominent structural problems.We should focus on accelerating the intensity of the country's overall R&D investment,vigorously promoting the development of innovative finance,establishing a long-term tax system that reduces the tax burden on enterprises,further strengthening the protection of intellectual property rights,accelerating the cultivation of the culture conducive to innovation,and further deepening the reform of the science and technology system,so as to accelerate the realization of self-reliance and self-improvement in high-level science and technology.
