摘　　要：都市圈是区域创新发展的重要承载空间。从产业发展看,增强都市圈科技创新能力,有利于提升集群创新水平;从空间尺度看,在都市圈层面推进科技创新政策,实施落地效率更高;从城镇化发展角度看,推动都市圈创新发展是我国新型城镇化的关键动力。都市圈创新发展的核心要义是推动创新主体“再合作”、创新资源“再组织”、创新网络“再拓展”,实现都市圈大中小城市协同创新。针对当前六大国家级都市圈创新发展在资源集聚和协同创新等方面存在的问题,应当从强化科技创新资源集聚效能、增强产业链创新协同、加强体制机制创新等角度促进都市圈创新发展,并考虑选取部分都市圈作为区域科技创新中心,引领带动更多城市迈入创新发展新阶段。Metropolitan area is an important bearing space for regional innovation and development.From the perspective of industrial development,enhancing the technological innovation ability of metropolitan area is conducive to improving the innovation level of cluster.From the perspective of spatial scale,it is more efficient to promote science and technology innovation policy at the metropolitan area level.From the perspective of urbanization development,promoting the innovative development of urban circle is the key driving force of the new urbanization.The core of innovation and development in metropolitan area is to promote the"re-cooperation"of innovation subjects,the"re-organization"of innovation resources,and the"re-expansion"of innovation networks,so as to realize the collaborative innovation of large,small and medium-sized cities in metropolitan area.In view of the existing problems of resource agglomeration and collaborative innovation in the innovation development of the six national metropolitan areas,the innovation development of metropolitan areas should be promoted from the perspectives of strengthening the efficiency of scientific and technological innovation resources agglomeration,strengthening the innovation coordination of industrial chain,and strengthening the innovation of system and mechanism,and some metropolitan areas should be considered as regional scientific and technological innovation centers.We will lead more cities to enter a new stage of innovative development.
