摘　　要：城市是经济社会发展的重要载体,提升我国城市化质量是构建新发展格局的重要支撑和推动高质量发展的内在要求。土地财政曾是推动我国城市扩张的重要工具,那么,在以高质量为主题的新发展阶段,土地财政与城市化质量之间的关系如何?基于城市面板数据的实证分析结果显示:土地财政与城市化质量之间存在倒U型关系,随着地方政府对土地财政依赖程度的加深,土地财政对城市化质量的影响由促进转向抑制,且这种倒U型关系存在地理区位和城市等级的异质性;创新驱动在土地财政与城市化质量之间起调节作用,强化了土地财政与城市化质量的倒U型关系。因此,应全面推进高质量发展,降低地方政府对土地财政的依赖,推动土地财政转型,同时依靠创新驱动全面提升城市化质量。What is the relationship between land finance and urbanization quality in the new development stage with high-quality as the theme in China?The empirical analysis results based on urban panel data show that there is an inverted U-shaped relationship between land finance and urbanization quality.With the deepening of local government’s dependence on land finance,the impact of land finance on urbanization quality changes from promotion to inhibition,and this inverted U-shaped relationship has the heterogeneity of geographical location and city level.Innovation drive plays a regulatory role between land finance and urbanization quality,and strengthens the inverted U-shaped relationship between them.Therefore,it is of selective preference to comprehensively promote high-quality development,reduce the dependence of local governments on land finance,promote the transformation of land finance,and improve the quality of urbanization relying on innovation drive.
