摘　　要：环境影响后评价是对建设项目事中事后监管的重要手段。通过梳理相关法律法规要求以及相关技术导则制订和发布情况,分析了我国环境影响后评价管理现状;探讨了开展石化建设项目环境影响后评价的基本思路、评价重点和评价要求;对石化建设项目环境影响后评价工作的内容和深度,从建设项目过程回顾、建设项目工程评价、区域环境变化评价、环境保护措施有效性评估与环境影响预测验证、环境保护补救和改进措施等6个方面进行了研究,针对各方面给出了需要关注的具体内容。Environmental impact post-assessment is a major means of supervision during and after the construction of a project.The current management situation of environmental impact post-assessment in China is analyzed by reviewing the requirements of relevant regulations and the formulation and issuance of relevant technical guidelines.The basic ideas,key points and requirements of environmental impact post-assessment of petrochemical construction projects are discussed.The content and depth of environmental impact post-assessment of petrochemical construction projects are studied from six aspects:the process review of construction project,the engineering evaluation of construction project,the change evaluation of regional environment,the validity assessment of environmental protection measure and verification of environmental impact prediction,the remediation and improvement measure for environmental protection,and specific contents that need to be paid attention to are suggested for all aspects.
