摘　　要：基于交易成本理论与技术溢出理论,首先分析地方政府质量对FDI进入方式选择的影响以及由此所产生的技术溢出效应,然后再以2012—2018年我国省区市面板数据为样本进行实证检验。研究发现:FDI倾向于以合资方式进入政府质量较低的地区,而以独资方式进入政府质量较高的地区;以独资方式进入的FDI有利于我国创新产出数量与质量的提升,且政府质量的进一步改善有利于强化其正向技术溢出效应的发挥;FDI以合资方式进入的技术溢出效应对政府质量不敏感,其不仅无益于我国创新产出数量的增加,而且也不利于区域创新质量的提升。并基于所得研究结论提出若干政策建议。Based on transaction-cost and technology-spillover theory,this paper analyzed the impact of government quality on FDI entry mode selection and its technology spillover effect theoretically at first,and then an empirical test was conducted using the provincial data from 2012 to 2018 as a sample.As is found out,FDI is inclined to entry the regions with lower government quality by Equity-Joint-Venture Mode(EJVM)and entry the ones with higher government quality by Wholly-Foreign-Funded-Enterprise Mode(WFFEM).WFFEM can help to improve the quantity and quality of regional technology innovation which is strengthened by high government quality.Not only is EJVN’s technology spillover effect not sensitive to government quality and can’t do any help to the improvement of innovation output,it will reduce the quality of regional technology innovation output quality.Some pieces of advice were imposed based on the above results finally.
