摘 要:针对风力发电不稳定导致的“弃风”以及风电大量接入导致的电力系统不稳定性问题,构建了考虑发电侧储能系统(energy storage system,ESS)调度和风电消纳的峰谷分时电价模型。在电网向发电企业收取过网费机制下,根据电力需求价格弹性矩阵计算实施峰谷分时电价后的电力负荷,构建了考虑用户满意度、ESS寿命以及火电机组收益的约束条件;以火电机组调峰成本、弃风成本和ESS运维成本最低为目标函数,通过输配电价连接上网电价和用电电价以及输电损耗电量连接发电量与用电量,达到发电侧与需求侧电价与电量的联动。算例分析表明,所建立的模型能更好地消纳风电并节省综合运行成本。In view of the "wind abandonment" caused by the unsteady wind power generation and the unstable power system caused by the extensive use of wind power, we build a peak-valley time-of-use price model that considers the generation-side energy storage system(ESS) scheduling and the wind power consumption. Under the mechanism that the power grid charges the transmission and distribution prices from the power generation enterprises, we use the electricity demand price elasticity matrix to calculate the electricity load after the implementation of the peak-valley time-of-use electricity prices. Taking the users’ satisfaction, the ESS life and the thermal power unit revenue as the constraints, the minimum sum of the thermal power unit peak shaving costs,the wind power curtailment costs and the ESS operation and maintenance costs are considered as the objective function. In addition, the transmission and distribution prices are connected to the on-grid electricity prices and the electricity consumption prices, and the transmission loss electricity to the power generation and electricity consumption, which achieves the linkage between the electricity prices and the electricity quantity on the generation side and the demand side. The example analysis shows that the model can better absorb the wind power and save the comprehensive operation costs.
