摘　　要：通过对比分析澳大利亚公共图书馆联盟(APLA)三份战略规划报告的战略愿景、目标与价值观,重点解读“公共图书馆合作与宣传”“扫盲与终身学习”“交流中心与公民信息互通”“信息素养与数字包容”“公民福祉与个体发展”“创新型社区”“经济与劳动力发展”七大战略重点,提出公共图书馆应秉承多元包容理念并开展全素养服务、培育公众信息素养并促进数字包容、完善基层公共文化服务体系、强化图书馆界业内外互联互通、实践可持续发展战略等建议。Australian Public Library Alliance(APLA)formulates three strategy and action plans since its foundation.The paper compares the three plans,and emphatically expounds the seven strategic priorities including national public library collaboration and advocacy,literacy and lifelong learning,informed and connected citizens,digital inclusion,personal development and well-being,stronger and more creative communities,economic and workforce development.Suggestions are put forward,such as adhering to the multicultural and inclusive idea of the public library,developing all literacy services,cultivating public information literacy and promoting digital inclusion,improving the public cultural service system at the grass-roots level,strengthening collaboration within libraries and with other institutions,and practicing the sustainable development and so on.
