摘　　要：组织动员是中国共产党作为政治组织的基本功能与重要优势。以党的基层组织为中轴,组织基层社会并动员社会主体参与治理是党领导推进基层治理体系和治理能力现代化的必然选择。党建引领城市社区治理内蕴动员型治理逻辑,其发挥社区党组织的组织动员功能,引领重塑基于信任的社区治理关系结构;嵌合市场组织与社会组织,整合治理资源以降低治理成本;发挥党员示范带头效应,带动社区治理主体协同参与。因此,要实现党建引领城市社区治理,需通过枢纽链接、组织嵌合与行为垂范等机制提升动员型治理效能,即建设枢纽型党组织,通过机构合作以实现治理过程的系统化运作、资源交换以降低治理成本、空间优化以提高治理效率,引领构建社区治理整合体系;深化党的组织嵌合,通过完善党的组织架构以组织带动社区居民、拓展党的组织覆盖面以整合社区治理组织化资源、建设政治引领工程以推进合作治理,塑造社区治理网络格局;发挥党员先锋作用,统筹加强社区党员与在职党员双重示范引领效应,激活社区治理主体参与动能,进而破解基层治理困境,稳固现代化国家治理根基。As a political organization,organizational mobilization is regarded as one of the basic functions and an important advantage of the Communist Party of China.In order to modernize China’s system and capacity for primary-level governance,it is inevitable to organize the society and encourage public participation by giving full play to the function of organizational mobilization of the primary-level Party organization.Urban community governance led by party building embodies the logic of mobilized governance.In practice,the function of organizational mobilization of the primary-level Party organization is reflected in three aspects.Firstly,it plays the linking role the primary-level Party organization to reshape the trustbased relationship of community governance subjects.Secondly,it integrates governance resources by building the primary-level Party organizations in both market organizations and social organizations,which would be beneficial for reducing governance costs.Thirdly,it means the collaborative participation of the community governance subjects through giving full play to the leading role of the Party members.Therefore,“pivot linkage,organization embedment and exemplary behavior”have been regarded as reasonable mechanisms to increase the efficiency of urban community governance led by party building,it is necessary to build the primary-level Party organization as a pivot,which would be helpful to strengthen institutional cooperation for realizing the systematic operation of governance process,to exchange resources for reducing governance costs,and to optimize space for increasing governance efficiency.These measures are propitious to construct an integrated system of community governance.Besides,it is necessary to shape a community governance network through embedment of the Party’s organization,which means to improve the structure of the primary-level Party organizations for organizing and mobilizing community residents,to expand the Party’s organizational coverage for integrating community go
