摘　　要：智慧社区是信息化政策背景下形成的新概念。面对“互联网+”对传统社区治理形态的冲击,重新审视智慧社区并探索与之更新改造背景相适应的治理机制兼具理论及实践意义。文章首先以空间治理为切入点,探讨智慧社区更新改造对空间治理的推动作用;在此基础上,从物质空间和社会空间两方面总结智慧社区的更新改造方法。接着以上海市普陀区长寿路街道为例进行实证研究,着重分析其试点住区——音乐广场小区的智慧化更新改造现状:从物质空间角度分析其空间改造成果,从社会空间角度分析其空间治理经验,探讨其首创使用“维修基金”建设智慧社区对于社区治理的创新及挑战。最后,从主体、机制、理念、基础和技术等5个方面总结长寿路街道智慧社区存在的问题并提出相应策略,弥补该领域理论及研究的不足,力求为我国智慧社区的现代化治理体系建设提供新思路。Smart community is a new concept formed in the context of issuing information-oriented policies.Challenged by the impact of“Internet+”upon the governance form of traditional community,it’s both theoretically and practically significant to review smart communities,explore the governance mechanism compatible to the conditions of renewal and alteration.Firstly,this paper begins from spatial governance and cuts into the discussion of the driving role of smart community renewal and alteration for spatial governance.Based on such discussion,this paper summarizes the renewal and alteration methods of smart community from two aspects,namely material space and social space.Later on this paper uses Changshou Road Subdistrict of Putuo District,Shanghai as an example to demonstrate the study,with the emphasis on the situation of renewal and alteration of the Music Square Community,a pilot residential area.The square community’s spatial alteration results are analyzed from the perspective of material space,and its spatial governance experience is analyzed from the perspective of social space,with the discussion focused on the innovation and challenge imposed upon community governance by its pioneering use of“maintenance fund”to construct a smart community.Finally,this paper summarizes the smart community issues of Changshou Road Subdistrict from five aspects as subject,mechanism,idea,foundation,and technology,and corresponding strategies are put forward to make up for the shortcomings of this field’s theories and studies,striving to provide a new thought for the construction of modern governance system of smart communities in China.
