国外非国有档案认定登记制度及其启示

摘　　要：非国有档案体现社会文化意义,与国有档案共同承担国家与民族历史文化传承、延续的任务。非国有档案的认定登记是非国有档案管理工作的先决条件。文章通过分析法国、意大利等发达国家非国有档案认定登记制度及其特点,着重对管理法规、登记程序、档案所有人的义务等方面进行了比较,为建立我国非国有档案管理体系提供一些借鉴和启示。With the social and cultural significance,non-state-owned archives,together with state-owned archives,undertake the task of inheriting and continuing the national history and culture.The identification and registration of non-state-owned archives is a prerequisite for the management of non-state-owned archives.By analyzing the identification and registration system and its characteristics of non-state-owned archives in developed countries such as France and Italy,this paper focuses on comparing the management regulations,registration procedures and obligations of archives owners,which provides some reference and enlightenment for the establishment of non-state-owned archives management system in China.
