创新驱动发展中科技金融微观机制分析——以长三角城市苏州为例

摘　　要：2021年长三角国家技术创新中心在上海成立,由此长三角成为中国国家创新体系中的核心区域之一。苏州作为长三角区域核心城市中一员,其成熟的科技金融实践在长三角区域具有良好示范效应。创新金融供给机制是地方促进创新驱动发展中的关键因素,通过对苏州科技金融政策和实践进行分析,抽象出苏州科技金融运行中的微观机制:在间接融资层面,需要地方政府搭建合理的多方风险共担机制,为科创企业提供增信;在直接融资层面,地方政府需要积极引导股权投资,支持初创期和成长期科创企业;信息共享机制和激励机制的构建可加速科技和金融的融合。In 2021, Yangtze River Delta National Technology Innovation Center established in Shanghai, making the Yangtze River Delta one of the core regions in China’s national innovation system. As one of the core cities in the Yangtze River Delta region, Suzhou’s mature technology and ffnancial practices have a good demonstration effect in the Yangtze River Delta region. The innovative ffnancial supply mechanism is a key factor in promoting innovation-driven development at the local level. By analyzing the policies and practices of Suzhou’s sci-tech ffnance, the micro-mechanism in the operation of Suzhou’s sci-tech-ffnance is abstracted:for indirect ffnancing,local governments need to build a reasonable multi-party risk sharing mechanism to provide credit enhancement for sci-tech enterprises;for direct ffnancing, local governments need to actively participate in and guide equity investment to provide direct ffnancing for sci-tech enterprises in the stage of start-up and growth. The construction of mechanism about information sharing incentive can accelerate the integration of technology and ffnance.
