铁路投融资体制改革下的建设项目档案管理探讨

摘　　要：铁路投融资体制改革,为铁路建设与发展提供了有力的资金保障,给铁路建设项目档案管理带来一系列变化,项目档案工作面临前所未有的形势。针对存在的问题,从依法依规、以资产关系为纽带、确保完好与安全、便于保管与利用四个方面,提出项目档案工作原则。为促进管理水平提升,充分发挥档案价值,服务铁路改革发展,从档案法制意识、组织领导、过程管理、归属与流向、资产与产权变动中的移交、非控股项目档案工作、人才队伍素质等方面提出对策措施。The reform of the railway investment and financing system has provided a strong financial guarantee for railway construction and development,and has brought a series of changes to the archives management of railway construction projects.The project archives work is facing an unprecedented situation.In view of the existing problems,the project archives work principles are put forward from four aspects:according to laws and regulations,making asset relationship as a link,ensuring integrity and safety,and being convenient for storage and utilization.In order to promote the improvement of management level,give full play to the value of archives,and serve the reform and development of railways,this article focuses on the legal awareness of archives,organizational leadership,process management,ownership and flow,transfer in assets and property rights changes,non-controlling project archives,talent team quality and other aspects,and put forward relative countermeasures.
