摘　　要：目的:从已颁布的政策文件中探寻我国推进卫生信息化发展与应用的内在逻辑,为优化后续政策体系提供建议。方法:以政策文本为数据源,采用词频软件与人工分析方式筛选关键词,运用Ucinet获取度数中心度列表。结果:共收集156份政策文本,卫生信息化政策演进历程划分为探索阶段、突破阶段和深化阶段,政策热点包括卫生信息化基础的建设、信息系统的完善、信息共享以及信息安全等,其演进逻辑是政治、经济、社会和技术等因素共同作用的结果。结论:未来应搭建信息平台促进优质资源下沉农村,改变城乡医疗卫生发展不平衡状况;通过“互联网+”引导医疗健康供给侧结构性改革,促进医疗卫生事业更充分地发展;将卫生信息化建设成果融入到便民惠民举措中,满足人民对健康和美好生活的需求。Objectives:To explore the internal logic in promoting the development and application of health informatization in China based on the policy documents already issued,and so as to provide suggestions for optimizing the follow-up policy system.Methods:Policy documents were taken as the data source,word frequency software and manual analysis were used to filter keywords,and Ucinet was adopted to obtain the degree centrality list.Results:A total of 156 policy texts were collected.The evolution process of health informatization policy was divided into exploration stage,breakthrough stage and deepening stage.Policy hotspots included the construction of health informatization foundation,the improvement of information system,information sharing and information security,et al.And its evolution logic was the result of the joint action of political factors,economic factors,social factors and technical factors.Conclusion:In the future,an information platform should be built to promote the sinking of high-quality resources in rural areas and change the imbalance between urban and rural medical and health development,guide the structural reform of medical and health supply side through "internet +" and promote the fuller development of medical and health services,integrate the achievements of health information construction into the measures to facilitate and benefit the people,so as to meet the people’s needs for a healthy and better life.
