摘 要:白洋淀是京津冀地区重要的水源涵养区,也是雄安新区建设的重要生态支撑。保定市的河流作为白洋淀上游流域,对水环境管理、区域污染防治工作提出了更高的要求。在对2016~2020年期间保定市主要入淀河流水质综合评价的基础上,明确了保定市河流水环境现状,即山区上游河段水质较好,下游平原河段主要接纳沿线污水处理厂处理后的尾水,相应河段水质状况尚未满足标准要求。对近2年保定市区域内入河入淀排污口监测数据进行了评价分析,结果表明:入河排污口对河流污染的影响仍然存在。为此,提出了持续规范整治入河排污口、合理布局水质自动监测,加强环境风险监控、实施生态环境综合治理工程以及完善辖区河流水污染防治的法律体系建设等方面的建议。为进一步健全保定市河流水污染防治长效机制建设提供参考。Baiyangdian is an important water conservation area in the Beijing-Tianjin-Hebei region and an important ecological support for the construction of Xiong'an new area.Baoding,as the upper reaches of the Baiyangdian,has put forward higher requirements for water environmental management and regional pollution prevention and control.Based on the comprehensive assessment of the water quality of Baoding's major rivers entering Baiyangdian from 2016 to 2020,the present situation of Baoding's river water environment is clarified in this paper.The water quality in the upper reaches of the mountain area is good.The downstream plain river section mainly receives the tail water treated by the sewage treatment plant along the line,and the water quality of the corresponding river section has not yet met the standard requirements.To evaluate and analyze the monitoring data of sewage outlets entering rivers and rivers in Baoding city in the past two years,the results show that the impact of sewage outfall on river pollution still exists.In view of this,some suggestions were put forward,such as continuously regulating the sewage outfall into the river,rationally arranging automatic monitoring of water quality,strengthening environmental risk monitoring,implementing eco-environmental comprehensive treatment project,and improving legal system of river water pollution prevention and control in the jurisdiction.The research results will be of great significance to the establishment of a long-term mechanism for the prevention and control of water pollution in Baoding River.
