后疫情时代街头官僚行政逻辑转变:一个分析框架

摘　　要：基层治理是国家治理的基石,街头官僚处于政策执行的末梢环节,其权力运行直接影响着国家方针政策的落实,街头行政作为街头官僚与公民两种角色间的互动影响着公民的福利和权益。基于街头官僚的理论视角构建权力“支配-反支配”分析框架,并对新冠肺炎疫情防控中街头官僚策略行动变化进行适用性分析,为探讨后疫情时代街头官僚转型面临的机遇与挑战提供了新的诠释。Grass roots governance is the cornerstone of national governance.Street-level bureaucrats are at the end of policy implementation,and their power operation directly affects the implementation of national policies.As the interaction between street bureaucrats and citizens,street-level administration affects the welfare and rights of citizens.Based on the theoretical perspective of street bureaucrats,this paper constructs an analytical framework of"domination and anti-domination"of power,and analyzes the applicability of changes in street-level bureaucrats'strategic actions in the prevention and control of the COVID-19,which provides a new interpretation of the opportunities and challenges faced by the transformation of street-level bureaucrats in the post-epidemic era.
