水利工程水土保持专项监理工作实践与探讨--以亭子口水利枢纽工程为例

摘　　要：为提高水利工程水土保持监理工作水平和实效,以亭子口水利枢纽水土保持专项监理为例,在总结监理工作制度、程序、内容、方法和效果的基础上,指出工程建设过程中水土保持专项监理存在监理“三控制”难落实、水保工程质量评估难度大及参建单位不够重视的问题,并提出改进方法,如工程招投标管理、划分监理责任等。研究成果可为水利工程水土保持专项监理提供切实可操作的监理借鉴模式,进一步提高水利工程水土保持专项监理水平。In order to improve the quality and effectiveness of soil and water conservation supervision in water conservancy projects,the special supervision of soil and water conservation in Tingzikou water conservancy project is taken as an example.On the basis of summarizing the system,procedure,content,method and effect of the supervision work,the author points out the problems existing in the special supervision of soil and water conservation in the process of engineering construction,such as the difficulty in implementing the"three controls",the difficulty in the quality assessment of the water conservation project and the low attention of the participating units.The improvement methods are put forward,such as project bidding management,division of supervision responsibility and so on.The research results can provide a practical and operable model for the special supervision of soil and water conservation in water conservancy projects,and further improve the level of special supervision of soil and water conservation in water conservancy projects.
