耦合性约束下河北省新型城镇化与产业结构协调度研究

摘　　要：新型城镇化与产业结构耦合协调发展是经济新常态下高质量发展的必然选择。本研究选取2010—2019年省际面板数据,利用改进的熵值法、DEA模型、耦合模型分别对河北省新型城镇化发展质量、产业效率及两者耦合协调度进行测算与评价,并探寻主要驱动因素。实证结果显示:2010—2019年,河北省11个地级市新型城镇化发展质量及产业效率呈现稳步上升态势,相对发达地区发展速度慢,相对欠发达地区发展速度快,总体上看表现为逐渐收敛;耦合协调度虽总体上升,但波动性与区域性整体格局由“中间高,南北低”转变为“南高北低”,以唐山市与石家庄市为核心的大部分城市均已达到优质协调并逐渐稳定,张家口市与承德市还有一定的发展空间;人口聚集能力、要素流通环境、地区产业结构对推动两者协调发展有显著正向影响。The coupling and coordinated development of new urbanization and industrial structure is the inevitable choice of high-quality development under the new normal of economy.This paper selects the inter-provincial panel data from 2010 to 2019,uses the improved entropy method,DEA model and cou⁃pling model to measure and evaluate the development quality,industrial efficiency and their coupling co⁃ordination degree of new urbanization in Hebei Province,and explores the main driving factors.The em⁃pirical results show that:from 2010 to 2019,the development quality and industrial efficiency of the new urbanization in 11 prefecture-level cities of Hebei Province showed a trend of steady rise.The develop⁃ment speed of the relatively developed areas was lower than that of the less developed areas,and the de⁃velopment speed was higher.The overall pattern changed from"high in the middle and low in the north and south"to"high in the south and low in the north".Most cities with Tangshan and Shijiazhuang as the core achieved high coordination and gradually stabilized.Zhangjiakou and Chengde still have some space for development.Population gathering capacity,factor circulation environment and regional indus⁃trial structure have a significant positive impact on promoting their coordinated development.
