北京市输变电行业建设项目水土流失防治标准探讨

摘　　要：输变电项目由变电站和输电线路两类工程组成,扰动面大,施工工艺复杂,工程建设过程中会产生严重的水土流失,为此,北京市启动了地方标准《输变电行业建设项目水土流失防治标准》的研究编制工作。通过对已验收输变电项目的水土流失防治指标数据的统计分析、项目现场调查及相关规范标准条款解析,对北京市输变电行业建设项目的水土流失防治指标及指标值进行了探讨,防治指标包括临时占地与永久占地比、施工期水土流失面积防治率、变电站透水地面控制率以及边坡绿化率。指标值依据施工期、设计水平年2个时段,分平原区、山区2种地貌类型分别制定。此研究为后续标准的制定提供了参考。The power transmission and transformation project is composed of two types:substation and transmission line,with large disturbance surface and complex construction process,which cause serious soil and water erosion in the construction process,therefore Beijing has begun to study and compile the local standard“Standards for Prevention and Control of Soil and Water Loss in Power Transmission and Transformation Industry Construction Projects”.Based on the statistical analyses of the water and soil loss prevention and control indicators of the accepted power transmission and transformation projects,the field surveys of the projects,and the analyses of relevant specifications and standards,this study discussed the water and soil loss prevention and control indicators and the indicator values in power transmission and transformation industry construction projects in Beijing.The prevention and control indicators include the ratio of temporary land to permanent land,the prevention and control rate of soil erosion area during the construction period,the permeable ground control rate of substation,and the slope greening rate.The index values are formulated according to the two periods of construction period and design level year,and are divided into two types of landforms:plain area and mountainous area.This study provides a reference for the designation of subsequent standards.
