摘　　要：[目的/意义]开放获取模式、理念深刻重塑全球学术交流体系,构建国家层面开放获取政策具有现实需要。文章基于中外科研资助差异的分析与比较,对国家开放获取政策设计导向提出建议。[方法/过程]分析中国科研资助规模、结构与类型特点,通过成本与效益的综合评估,探索如何设计国家开放获取政策使财政科研资助产生更好的效益。[结果/结论]提出国家应积极推动开放获取,完善政策,发挥财政资助研究效益,提高科技竞争力,实现成本与风险可控,维护国家科技安全等政策目标。提出了强制性、鼓励性与自主性结合的政策框架,并提出当前优先实施财政资助基础研究论文强制性开放获取政策,国家科研论文高端交流平台法定开放获取授权政策,国际论文发表自主性开放获取政策等建议。[Purpose/significance]With the profound reshaping of the global academic exchange system with the open access model and concept,it is necessary to construct the open access policy at the national level.Based on the analysis and comparison of the differences between Chinese and foreign scientific research funding,this paper puts forward some suggestions on the design orientation of the national open access policy.[Method/process]This paper analyzes the scale,structure,type,and mode characteristics of China’s scientific research funding,and explores how to design the national open access policy to make the financial scientific research funding produce better benefits through the comprehensive evaluation of cost and benefit.[Result/conclusion]It is proposed that the state should actively promote open access,improve policies,give full play to the benefits of financial support for research,improve scientific and technological competitiveness,control costs and risks,and maintain national scientific and technological security.It puts forward the policy framework of the combination of compulsion,encouragement,and autonomy,and puts forward some suggestions on giving priority to the implementation of the compulsory open access policy of financial funded basic research papers,the legal open access authorization policy of the national high-end communication platform of scientific research papers,and the autonomous open access policy of international paper publishing.
