乡村数字赋能的运行逻辑、现实困境与优化策略——基于江苏省沙集镇的个案考察

摘　　要：数字赋能为乡村振兴提供了新动能。乡村数字赋能的运行逻辑体现在数字技术通过结构赋能破除乡村发展壁垒,通过资源赋能为乡村发展连接资源,通过心理赋能促使农民心智转变。乡村数字赋能的成效很大程度上取决于数字技术与乡村场景的匹配程度。一旦数字技术与乡村场景不匹配,则可能使数字赋能陷入困境。现实中,乡村数字赋能的困境主要表现在农民的知识能力无法满足乡村数字产业发展需求、乡村的社会组织无法有效承接数字技术下乡、政府变革的滞后性消解数字治理效能、技术理性与乡村传统伦理价值发生冲突等方面。鉴于此,可通过认知升级、组织培育、制度创新和价值确认来破解乡村数字赋能面临的困境。Digital empowerment provides new momentum for rural vitalization.The logic of rural digital empowerment is reflected in the fact that digital technology breaks down barriers to rural development through structural empowerment,connects resources for rural development through resource empowerment,and promotes the transformation of farmers’mentality through psychological empowerment.The effectiveness of rural digital empowerment depends largely on the matching of digital technology with rural scenes.Once digital technology does not match the rural scene,it can leave digital empowerment in a difficult situation.In reality,the dilemma of rural digital empowerment is mainly manifested in the failure of farmers’knowledge and ability to meet the development needs of rural digital industry,the inability of rural social organizations to effectively undertake digital technology,the lag of government reform to dissolve the effectiveness of digital governance,and the conflict between technical rationality and traditional ethical values in rural areas.In view of this,the dilemma faced by rural digital empowerment can be solved through cognitive upgrading,organizational cultivation,institutional innovation and value confirmation.
