摘　　要：当前中试以及中试基地对科技成果转化的制约并未从根本上得到缓解,其根本原因在于建设主体角色定位存在争议并且不能相互协调与配合。鉴于此,提出由多个主体协同建设中试基地,特别是在依靠市场无法充分满足建设中试基地需求的情况下,政府应当积极介入建设中试基地以弥补市场失灵。据此思路,建议按照中试基地开放程度、功能多样化的差异,分别布局建设开放式、半开放式中试基地,并赋予高校院所、龙头企业以及政府牵头建设中试基地的不同功能导向,并提出了增强扶持政策灵活性、结合产业需求建设中试基地以及注重引进新技术等3项对策建议。Based on the current practice,this study believes that the restriction on the transformation of scientific and technological achievements has not been fundamentally alleviated,the reason of which is that the role positioning is controversial and cannot be coordinated.Therefore,this study proposes that multiple subjects cooperate to build a pilot base.When the market cannot build pilot base,the government should build pilot base to make up for market failure.This study believes that open and semi open pilot bases should be built according to the degree of openness and diversity of functions,and different functions should be given to colleges and universities,leading enterprises and the government to take the lead in the construction of pilot bases.Based on the analysis,this study puts forward three countermeasures and suggestions,such as enhancing the flexibility of support policies,building pilot bases in combination with industrial needs,and paying attention to the introduction of new technologies.
