强化流域治理管理“四个统一”的成功实践

摘　　要：在水利部坚强领导下,珠江水利委员会强化流域统一规划、统一治理、统一调度、统一管理,强化与流域各省(自治区)水行政主管部门团结协作,以流域为单元,科学统筹开展防洪规划、工程建设、洪水调度,为取得珠江“22·6”特大洪水防御胜利奠定了坚实基础。回顾总结珠江特大洪水防御成效,充分说明“四个统一”是战胜严峻汛情的关键所在,彰显了水利部党组加强流域治理管理“四个统一”的必要性和现实意义。Under the strong leadership of the Ministry of Water Resources, the Pearl River Water Resources Commission has cooperated with water administrative departments of provinces(autonomous regions) in the river basin, through integrated planning, governance, dispatching and management. Taking the river basin as a unit, scientific planning for coordinated flood control, project construction and flood regulation were implemented, which laid a solid foundation for the success of defending“June 2022”extraordinary flood of the Pearl River. The achievements of flood defense fully demonstrate the key role of“four integrations”to overcome severe flood, and highlights the necessity and practical significance of strengthening“four integrations”in river basin management.
