摘 要:生态空间能否得到科学有效的保护和优化是促进城乡高质量发展的关键环节。近年来,规划决策支持体系为国土空间规划提供了重要的技术支撑,但针对国土生态空间的量化支持能力明显滞后。为此,全面梳理了国土空间规划中的相关生态理论、方法和应用模型,构建了底线管控与约束、规划支撑与调控、生境共生与融合三大领域的国土生态空间规划决策支持框架体系,并对该框架体系下的典型应用进行了案例研究。成果为国土生态空间规划提供了系统的量化关键技术支撑,是科学开展生态空间要素优化与管控的重要基础。Optimizing the development and protection pattern of territorial space and implementing all-factor management and control of production-living-ecological space are the requirements for the construction of national ecological civilization. Ecological space provides various types of ecosystem services for urban and rural human settlements. Whether the ecological space can be scientifically and effectively protected and optimized is the key to promote the high-quality development of urban and rural areas. In recent years, the continuous construction of the planning decision support system has provided important technical support for territorial spatial planning, but the quantitative support capacity for territorial ecological space has lagged significantly. This research comprehensively sorts out the relevant ecological theories, methods and application models in territorial spatial planning, and constructs a decision support framework system for territorial ecological spatial planning in three areas, i.e., bottom-line control and constraints, planning support and regulation, and habitat symbiosis and integration. Case studies of typical applications under this framework is carried out. The results would provide systematic quantitative key technical support for the planning of land ecological space, and are an important basis for scientific optimization and control of ecological space elements.
