摘 要:广州市重点领域研发计划组织和管理工作起步较晚,为促进广州市持续提高重大科技专项管理效能,基于广州市2019年首批重点领域研发计划立项情况和项目后续关键节点考核情况,总结广州市重点领域研发计划的管理实践,分析其特征和存在问题。结果发现:(1)“人工智能”专项的项目申报数量最多,“脑科学与类脑研究”专项的财政资金投入最多,高等院校和企业是承担项目的主要力量,以“高等院校+企业”“高等院校+科研院所+企业”合作方式为主;(2)存在申报竞争力较低、未实现需求导向的项目形成机制,以及不同专项领域资助力度不平衡、科研院所引领力不足、财政经费落实历时长和过程管理效果不及预期等问题。基于研究发现,围绕抓好顶层设计、完善立项评审机制和强化实施期管理三方面进行思考,提出优化申报指南编制、合理配置财政专项资金,探索多元化评审方法、完善评审专家遴选,完善项目经费拨付制度、优化项目组织管理机制、充分发挥专业力量、加强项目管理等对策建议,为改进和优化广州市重大科技计划项目的组织实施与管理提供参考。The organization and management of R&D programs in key areas of Guangzhou started relatively late.In order to promote the continuous improvement ofmanagement efficiency of major science and technology projects in Guangzhou,based on the first batch of research and development plans in 2019 and the assessment of key nodes in the follow-up of the projects,this paper summarizes the management practice of R&D program in key fields in Guangzhou,and analyzes its characteristics and existing problems.The findings are as follows:(1)The number of applications for the special project of"artificial intelligence"is the largest,and the financial investment for the special project of"brain science and brain-like research"is the largest,universities and enterprises are the main force to undertake the project,and the main cooperation mode is"universities and enterprises"and"universities and scientific research institutions and enterprises".(2)The existence of a project formation mechanism with low declared competitiveness and unrealized demand orientation,as well as different special areas of uneven funding,the lack of leadership of scientific research institutes,the long-term implementation of financial funds and process management results are not expected,and so on.Based on the above findings,focusing on the top-level design,improving the project approval review mechanism and strengthening the management of the implementation period,relevent countermeasures and suggestions are put forward such as optimizing the preparation of application guidelines,allocating special financial funds rationally,exploring diversified evaluation methods,and improving the selection of evaluation experts and project funds allocation system,optimizing the project organization and management mechanism,giving full play to professional strength to strengthen project management,and so on,to provide reference for improving and optimizing the organization,implementation and management of major science and technology programs in Guangzhou.
