摘　　要：本研究从专利数据的实证视角对高校科研成果转化进行研究。以四川高校为代表,通过对专利文献进行拆解整理得到结构化的专利数据,然后对其挖掘及学习以探究西部高校科研成果转化的现状。研究发现西部高校科研成果转化率普遍不高的原因在于:(1)专利质量不高是高校科研成果转化率低下的重要内生因素;(2)高校专利运营制度存在诸多漏洞;(3)高校与企业间的合作不够紧密。针对上述发现,本文从多种视角为西部高校提出了五项具体对策:高校专利申请书须由专业的专利代理人撰写、高校专利申请和授权后的流程管理须由专业的专利代理机构处理、重构高校科研管理考核机制、完善高校科研成果转化流程、以及利用新技术构建专利分析管理平台为科研成果转化导航。This study investigates the transformation of research achievements in universities from the empirical perspective of patent data.Taking Sichuan universities as the representative,we obtained the structured patent data by disassembling and organizing the patent literature,and then mined and studied them to explore the current situation of the transformation of scientific research results in western universities.It is found that the reasons for the generally low conversion rate of scientific research results in western universities are:(1)Low patent quality is the major inner reason which causes low university technology transfer rate;(2)Many serious loopholes exist in the patent management system of Sichuan universities;(3)The technical cooperation between Sichuan universities and enterprises is not close enough.In view of the above findings,this paper proposes five specific countermeasures for western universities from various perspectives:patent applications in universities must be written by professional patent agents,the process management of patent applications and post-grant processes must be handled by professional patent agencies,restructuring the assessment mechanism of university scientific research management,improving the process of transformation of scientific research results,and using new technologies to build a patent analysis management platform to navigate the transformation of scientific research results.
