摘 要:监理服务在国内已形成一定的市场规模,但监理服务质量是否能够得到保障、业主单位是否能够有效评价监理企业的服务质量仍然值得学界探讨。通过参考大量文献,结合水利工程监理服务实际,建立水利工程监理服务质量评价指标体系;通过调研收集业内专家和管理人员意见后,采用结构方程模型对指标体系进项有效性检验。研究结果表明,工程控制质量在水利工程监理服务质量评价体系中的重要性最大,权重为0.25;其余依次为监理人员质量、组织结构质量、服务保障质量和工程成果质量。同时,针对实际水利工程项目进行评价,得分为6.98分,处于中等水平。Supervision service has formed a certain market scale in China, but whether the quality of supervision service can be guaranteed and whether the owner unit can effectively evaluate the service quality of supervision enterprises is still worthy of academic discussion. In this paper, a comprehensive evaluation index system of water conservancy project supervision service quality is established by referring to a large number of literatures and combining with the practice of water conservancy project supervision service. After collecting the opinions of experts and managers in the industry, the structural equation model is used to test the input validity of the index system. Research results show that engineering quality control is the most important in the service quality evaluation system of water conservancy project supervision, with a weight of 0.25, followed by the quality of supervisors, organizational structure, service guarantee and engineering achievements. At the same time, the study evaluates the actual water conservancy project, with a score of 6.98, which is the middle level.
