摘 要:不确定性时代的社会风险日益复杂化、严峻化,因此培养社会公众形成确定性的法治思维以应对风险,具有重要意义。其中,法治教育是形塑法治思维的重要途径,法治思维也构成了法治教育的重要内容。在不确定性时代,公众法治教育面临困境,主要包括不确定性时代的技术风险、紧急权力、立法供给对公众法治教育的挑战。公众法治教育困境的根源包括重视不足、形式固化、理念滞后、教育内容与不确定性时代的背景相脱节以及未考虑不确定性时代教育对象的特殊性等。对此,需要健全专业化的普法教育体制,建构内容完备且分层次的全民法治教育体系,建立相关社会协调机制,以及通过对全体社会公众及党员干部进行法治教育等多维举措,提升全社会的法治思维。The age of uncertainty exacerbates social risks,so it is significant to cultivate the public to form a deterministic rule of law thinking to deal with risks.Among them,rule of law education is an important way to shape the rule of law thinking,and the rule of law thinking also constitutes an important content of rule of law education.In the age of uncertainty,public rule of law education faces many difficulties,including the challenges of technical risks,emergency powers,and legislative supply to public rule of law education.The root causes of the dilemma of public rule of law education include insufficient attention,solidification of form,lagging concepts,disconnection of educational content from the background of the age of uncertainty,and failure to consider the particularity of educational objects in the age of uncertainty.In this regard,it is necessary to improve the professional legal popularization education system,build a complete and hierarchical rule of law education system for the whole people,establish relevant social coordination mechanisms,and enhance the rule of law thinking of the whole society through multi-dimensional measures such as rule of law education for all members of the public especially the party members and cadres.
