摘　　要：我国农业保险在国家有关政策扶持下得到了较快发展,但仍然面临五大问题:当前农业保险创新有效激励不足;农业保险产品设计不合理;缺乏大型灾害风险分散和防范机制;农业保险理赔程序复杂;农业保险专业人才匮乏。“十四五”时期要确定我国农业保险发展的新思路,通过准确把握农业保险定位来保障国家粮食安全,选择好的重点项目使巩固拓展脱贫攻坚成果同乡村振兴有效衔接,通过创新农业保险模式来打造发展新机制,通过构建新的保险产品体系来满足各类主体需求,通过与绿色生产相结合来发展生态高值粮食产业。China's agricultural insurance has developed rapidly under the support of related national policies.However,the development of China's agricultural insurance has encountered important issues that need to be addressed,including insufficient effective incentives for agricultural insurance innovation,improper design of agricultural insurance products,the lack of mechanism in risk dispersion and prevention for large-scale disasters,the complicated procedures for the claims of agricultural insurance,etc.Therefore,during the period of the 14th Five-Year Plan,we need to determine new strategies for the development of agricultural insurance in China,which include accurately deciding the position of agricultural insurance to ensure national food security,selecting good key projects to effectively connect the achievements of poverty alleviation with rural revitalization,innovating the modes of agricultural insurance to create a new mechanism for development,constructing a new insurance product system to meet the requirements of various groups,and combining agricultural insurance with green production to develop ecological high-value grain industry.
