中国智库参与全球互联网治理的国际议程设置路径研究

摘　　要：[目的 /意义]智库是推进全球互联网治理进程的重要力量。通过智库设置国际议程是中国推动全球互联网治理体系变革、构建网络空间国际话语权的一种重要方式。[方法 /过程]本文基于国际议程设置理论研究发现,随着中国综合实力的提升和对网络空间秩序认识的变化,中国智库更加深入地参与到全球互联网事务中。但国家实力增长与国际权力提升的不对称逻辑,使得中国智库设置全球互联网治理议程遭受着网络霸权的压制和排挤。[结果 /结论 ]面临网络空间大国博弈的复杂形势和中国提升网络空间国际话语权的迫切需求,中国智库需要从理念传播、制度完善和自身建设3个层面提升国际议程设置能力,彰显中国在全球互联网治理中的负责任大国形象,为推动构建网络空间命运共同体做出更大的智库贡献。[Purpose/significance]Think tanks are an important force in promoting the process of global internet governance.Setting an international agenda through think tanks is an important way for China to promote the reform of the global Internet governance system and build international discourse power in cyberspace.[Method/process]Based on the theory of international agenda setting,this paper finds that with the improvement of China’s comprehensive strength and the change of understanding of cyberspace order,Chinese think tanks are more deeply involved in global Internet affairs.However,the asymmetric logic between the growth of national strength and the promotion of international power make Chinese think tanks suffer from the suppression and exclusion of network hegemony in setting the global Internet governance agenda.[Result/conclusion]Facing the complex situation of the game among big powers in cyberspace and China’s urgent need to enhance the international discourse power in cyberspace,Chinese think tanks need to improve their international agenda setting ability from three aspects of concept dissemination,system improvement and self construction,highlight China’s image as a responsible big power in global Internet governance,and make greater contributions to promoting the construction of a community of shared future in cyberspace.
