盐穴地下空间的属性特征及权属管理探讨——以江苏省为例

摘　　要：我国盐穴地下空间总体上处于开发利用的探索阶段,存在权属不明等问题,导致管理上无法可依,给确权登记和监管带来困难。本文阐述了盐穴地下空间具有资源、环境和经济属性特征,探讨其使用权和确权登记问题,提出基于盐穴地下空间的多种资源协同利用规划、盐穴地下空间开发建设标准、环境监测体系建设和管理办法建议,为江苏乃至全国盐穴地下空间开发利用和规范管理提供决策参考。On the whole the underground space of salt caverns in China is at the exploration stage of development and utilization. There are some problems such as unclear ownership, which lead the inability to manage and bring difficulties to the registration and supervision of the right confirmation. This paper expounds the characteristics of resource, environment and economy in underground space of salt cavern, discusses the registration of its use right and confirmation right, and puts suggestions on the collaborative utilization planning of multiple resources based on salt cavern underground space,the development and construction standards of salt cavern underground space and environmental monitoring system. It provides scientific basis for the development, utilization and standardized management of underground space of salt caverns in Jiangsu and even the whole country.
