摘  要:集体经营性建设用地入市改革进入深水区,对集体经营性建设用地市场绩效水平进行客观评价与分析其影响因素有助于市场的完善与发展。本文基于农民认知及意愿的供给侧角度,构建S-SCP模型选取农村集体经营性建设用地市场绩效评价指标,采用熵权-TOPSIS模型评价浏阳市农村集体经营性建设用地市场绩效水平,并采用灰色关联分析法揭示其主要影响因素。结果表明:浏阳市农村集体经营性建设用地市场绩效整体处于中等水平,且各乡镇(街道)间市场绩效综合评价值差距不大,农民对入市的了解及意愿程度、区位条件、产业结构能够显著影响市场绩效综合评价值;在准则层方面,外部冲击对市场经济、社会绩效影响最大;在各单项指标方面,不同的入市用途占比对市场经济绩效影响程度最高,农民对入市的认知及意愿程度对市场社会绩效的影响最为显著。在此基础上,提出促进市场发展和提高市场绩效水平的建议。The market-oriented reform of collective operating construction land has entered the deep water area. It is helpful to perfect and develop the market to objectively evaluate the market performance level of collective operating construction land and analyze its influencing factors. Based on the supply side perspective of farmers’ cognition and willingness, this paper constructed the S-SCP model to select the performance evaluation indicators of rural collective operating construction land market, used the entropy-weight TOPSIS model to measure the performance level of rural collective profit-making construction land market in Liuyang City, and used the grey correlation analysis method to reveal the main influencing factors. The results show that:(1) The overall market performance of rural collective operating construction land in Liuyang city is at a medium level, and there is little difference between the comprehensive evaluation values of market performance of each town(street). Farmers’ understanding and willingness to enter the market, location conditions and industrial structure can significantly affect the comprehensive evaluation value of market performance.(2) In terms of criteria, external shocks have the greatest impact on market economy and social performance. In terms of each single index, different use ratio of market entry has the highest impact on market economic performance, and farmers’ cognition and willingness to market entry have the most significant impact on market social performance. On this basis, some suggestions are put forward to promote market development and improve market performance.
