摘  要:为建立水管单位安全预防体系动态评估模型,引入PDCA循环管理模式,结合石港站工程实际,首先构建“双预防”体系,对挑选出的专家进行权威性判断,得出权向量,再对工程进行风险评价,使用权向量对风险值进行修正,判断出风险因素。同时,引入安全网格化巡查方法,对工程进行隐患排查,筛选出主要隐患,结合风险因素,得出工程主要防控因素,采用对策性鱼骨法对风险因素提出管控措施,最终形成评估模型,为水利工程安全风险评估及隐患排查治理“双预防”机制提供借鉴。In order to establish the dynamic evaluation model of the safety prevention system of water management units,this paper introduces the PDCA circulation management mode.According to the actual situation of Shigang station project,the“double prevention”system is built at first,the authoritative judgment on the selected experts is made,the weight vector is obtained.Then the project is evaluated for risk,and the risk value is corrected using the weight vector to determine the risk factors.At the same time,the safety grid inspection method is introduced to investigate the hidden dangers of the project and screen out the main hidden danger.Combined with risk factors,resulting in the main prevention and control factors,control measures are proposed to risk factors by using the countermeasure fishbone method,and an assessment model is finally formed,which provide experience and reference for the“double prevention”mechanism of safety risk assessment and hidden danger investigation and treatment of water conservancy projects.
