摘　　要：土地永佃权在中国具有悠久的历史,它是承租人在正常交租的情况下,可以长期拥有土地使用权的一种权利。永佃权有利于主佃关系和耕作关系的稳定,能够促进农业生产的发展。在边区的减租和保佃运动中,以及农村调查中,可以发现有一些租期较长的租佃关系,有的长达百年,历经几代。此外,为了促进垦荒事业,边区政府规定垦荒者对所开垦的私荒也有长期的租种权。上述这些都属于永佃权及类似永佃权。边区政府鼓励和保护永佃关系,认为其对于发展农业生产、保护佃户权益都有积极的意义。The permanent tenancy right of land has a long history in China.It is a right that the lessee can have the land use right for a long time under the condition of normal rent payment.The permanent tenancy right is conducive to the stability of the relationship between the owner and the tenant and the farming relationship,and can promote the development of agricultural production.In the movement of rent reduction and tenancy protection in the border areas,as well as in the rural investigation,we can find some tenancy relationships with a long term,some as long as 100 years,and several generations.In addition,in order to promote land reclamation,the government of the border region stipulates that land reclamation workers also have long-term lease rights to the private land they reclaim.These belong to the permanent tenancy right and similar permanent tenancy right.The government of the border region encourages and protects the permanent tenancy relationship,believing that it has positive significance for developing agricultural production and protecting the rights and interests of tenants.
