摘　　要：本文从实践中研究总结了医养结合、全民健康、健康中国建设之间的内在联系,提出了以构建“主动健康”理念作引导;抓好“覆盖城乡的医养结合服务体系、健康环境治理体系、健康法规保障体系”三个体系建设(简称“三个体系”),作为实现全民健康、落实健康中国建设的基础工程;实践乡村振兴战略,在抓好三个体系建设的同时,推进不同地区乡村特色产业发展,是实现健康中国建设的最佳方案和快捷路径。Based on the practice, we summarized the internal relations among the combination of medical care and health care, national health and healthy China construction.We put forward to build a new concept of “ active health” as a guide, pay attention to three system construction(Combination of medical and health care service system covering urban and rural areas, health environment management system, health laws and regulations guarantee system) as the realization of the national health, the implementation of the basic project of healthy China construction.We suggested that starting from “rural revitalization”,while grasping the construction of the three systems, promoting the development of rural characteristic industries in different regions is the best scheme and fast path to realize the construction of healthy China.
