摘　　要：土地复垦是保障临时用地使用期满后能够恢复到之前状态,特别是恢复耕地种植条件的重要措施。文章梳理了当前与临时用地土地复垦有关的政策法规,对临时用地土地复垦管理涉及的土地复垦方案审查、土地复垦监督管理、土地复垦主体及验收部门及其层级等方面存在的弊端及不合理性进行了分析,并从临时用地土地复垦依据及材料、并联审查机制、监管协同性等方面,提出优化临时用地土地复垦管理机制的建议。Land reclamation is an important measure to ensure that the temporary land can be restored to the previous state after the expiration of its use period,especially to restore the cultivated land planting conditions.This paper combs the current policies and regulations related to land reclamation of temporary land,summarizes the drawbacks and irrationality of land reclamation plan review,land reclamation supervision and management,land reclamation subject and acceptance department and their levels involved in land reclamation management of temporary land,and analyzes the basis and materials of land reclamation of temporary land,parallel review mechanism,and regulatory coordination puts forward suggestions on optimizing the land reclamation management mechanism of temporary land use.
